Why some districts are closed and others aren't
Turkey caps foreigner registration in neighbourhoods where the share of foreign residents has passed a set threshold. Once a quarter is 'full', the migration office stops accepting new residence applications there, whether you rent or own.
That's why the address is not a detail but the foundation of the move. A beautiful flat in a closed district won't let you stay legally: the rental contract simply won't be accepted at the residence application.
Which districts are most often closed
In practice, the most 'Russian' quarters are usually closed to new foreigner registration, Mahmutlar, Kestel, Avsallar, Kargicak, where the foreign share was exceeded long ago. Oba, Tosmur, Cikcilli and parts of the centre tend to stay more open, but statuses shift and even single streets get closed.
Important: the lists aren't static. A district open in spring can close by autumn, and vice versa. Never sign a 'residency' rental contract without checking that exact address's current status on the application date.
How to check a district before renting
A quarter's (mahalle) status is confirmed at the local migration office or with a lawyer filing applications that week who knows the live picture. Online lists go stale fast, so rely on a fresh check for the specific address, not on forums.
